.Rules run sequentially through the recurrence engine. If you have two rules that run at the same time, the first will run, then the next (not in parallel). If you have a rule that runs on a recurrence at 1pm and another rule that runs at 2pm, if the first rule takes more than an hour to run, the second rule will not run until the first is completed.
