The Administrator always has all options enabled, and you cannot change this user type.
Pay careful attention to the hierarchy of the options listed here. Clicking an individual option checkbox enables a specific feature, and often higher level features. Clicking a checkbox for a tab (such as the Home tab) may enable all options listed under that checkbox.
